It is the Mission of Borinquen Medical Centers of Miami-Dade to provide a comprehensive range of health and social services to our culturally diverse community in Miami-Dade County. Our quality services are accessible to all people throughout the County through a multi-discipline approach.

History

Borinquen Medical Centers of Miami-Dade began in 1972 as a grass-roots effort from a group of community organizers in the Puerto Rican community with a small grant from the Public Health Service to establish a health clinic in Wynwood.

Over the years, Borinquen Medical Centers of Miami-Dade has grown to become a Comprehensive Primary Health Care, Dental and Health Center that offers a wide variety of health care services to the underserved, uninsured and culturally diverse population that makes up Miami-Dade County. 

 

Staff

Robert M. Adler, DDS, Dental Department:

Dr. Adler is a graduate of Washington University, School of Dentistry in St. Louis, Missouri.  He is a member of the American Dental Association, the Florida Dental Association and the East Coast Dental Society.  Dr. Adler has over 50 years of experience in Dentistry and has an intense love and passion for the Dental profession. He owned a private practice for 17 years and has been employed with Borinquen Health Care Center, Inc.  as a Dentist since 2006.

 

Harry Archer, MD, Internal/Adult Medicine:

Dr. Archer fulfilled his residency training at the University of Montreal in Montreal Canada and obtained his Medical Doctorate degree from Centro de Estudios Tecnicos y Medicina in the Dominican Republic.  Dr. Archer is a health professional with more than 20 years of experience working in hospitals and health care centers in the United States, Canada and Dominican Republic.   Dr. Archer is fluent in English, Spanish, French and Creole.  He is AAHIVM certified and is an HIV Specialist.  He is licensed to practice medicine in the United States and Puerto Rico.  Dr. Archer has been employed by Borinquen Health Care Center, Inc. as an HIV Specialist / Adult Physican since January, 2006.

Ivan  A. Arostegui, MD., Adult Medicine/Internal Medicine:

Dr. Arostegui has been practicing as a Board Certified Physician for over 28 years and has been employed by Borinquen Health Care Center, Inc. for 3 years. He is fluent in Spanish and English.  He is originally from Nicaragua and enjoys practicing Medicine in the United States.

Gloria E. Burgos, MD, Pediatrics Department:

Dr. Burgos studied in San Juan, Puerto Rico where she earned her Doctor of Medicine Degree with a specialty in Pediatrics.  She worked as a Pediatrician in Puerto Rico for twelve (12) years and has been employed by Borinquen Health Care Center, Inc. for the past fourteen (14) years as a Pediatrician.  She is a Board Certified Pediatrician with many years of experience with working in hospitals and outpatient clinics.  Dr. Burgos truly enjoys her job and loves children.

 

Marie Gema Silencieux-Cineas, MD, FAAP:

She was born in Madrid and raised in Haiti. She arrived in the US in 1984 at the age of 16 with one goal: to become a physician. She attended Miami-Dade College and the University of Miami to obtain her BS in Chemistry. She studied medicine in Baltimore at the University of Maryland - School of Medicine and returned to Jackson Memorial Hospital for her training in Pediatrics. She has experienced the full spectrum of Primary Care in Pediatrics. Dr. Gema, as she prefers her patients call her, remained in North Miami because it offered her an opportunity to serve the children challenged by language, socioeconomics and access to healthcare. Her interest lies in the care premature newborn and special needs children since she is the mother of a 25 week preemie. She continues to proudly challenge herself intellectually as a member of the Pediatric Hospitalist Team at Joe DiMaggio Children’s Hospital.

 

Scarlet Constant, MD:

This Haitian-American pediatrician who grew up in Miami had always dreamed of serving her community upon completing her training at the UF College of Medicine in Jacksonville part of her residency curriculum, she was required to attend continuity clinic twice a week at a former private practice which joined the Florida Department of Health. This exposed her to a diverse patient population, many in underserved communities, helping further diversify her understanding of patient profiles, allowing her to exercise her foreign language skills (Creole/French/Spanish) and teaching her to be a better patient advocate believes that this hybrid private/public practice experience has uniquely positioned her to transition smoothly into handling a variety of patient populations and practice settings.

 

Livia A. Delgado, MD, FAAP., Pediatrics:

Dr. Delgado has been practicing as a Medical Doctor for over 20 years.  She has been employed by  Borinquen Health Care Center, Inc. as a Pediatrician since May, 2003.  She also has her own Pediatrics practice in Miami, Florida.  Dr. Delgado is fluent in English and Spanish and is of Cuban decent.  She is a member of the American Academy of Pediatrics and is a recipient of the Physician Recognition Award from the American Medical Association.

 

Alphonse Dufreny, MD:

Ileana Fuentes, MD, PA, Pediatrics:

Dr. Fuentes has been practicing as a Board Certified Pediatrician for over 11 years and has been employed by Borinquen Health Care Center, Inc. for over 5 years.   She is fluent in Spanish and English.  Dr. Fuentes has hospital privileges with Miami Children’s Hospital.  She is compassionate and loves children.  

 

Domingo Garcia, MD, AAHIVS, Adult Medicine/ Internal Medicine:

Dr. Garcia has been practicing as a Medical Doctor for over 28 years.  He is originally from Nicaragua and has been practicing in the United States for over 19 years.

Dr. Garcia is an HIV Specialist (AAHIVS) credentialed by the American Academy of HIV Medicine and has been employed by Borinquen Health Care Center, Inc. as a full time Physician for over 6 years in the Adult Medicine Department as a General Practitioner and HIV Care Provider.  

 

Gilsa Henderson, DDS, Dental Department:

Dr. Henderson is a graduate of the College of Dentistry from the University of Florida in Gainesville, Florida.  Dr. Henderson was formerly employed by Borinquen Health Care Center, Inc. in 2005 as a Dental Hygienist and went on to pursue her career as a Dentist.  She has been employed by Borinquen Health Care Center, Inc. as a Dentist since 2007. Dr. Henderson is a member of the American Dental Association and the Academy of General Dentistry and is fluent in Spanish and English.

 

Jassett A. Maragh, MBBS, MD, FAAP:

She is a board certified pediatrician whose professional experience spans more that 25 years in the field. She graduated from the University of the West Indies Medical School in 1987. She worked as a pediatrician at the Princess Margaret Hospital in Nassau, Bahamas, taking care of hospitalized pediatric patients. It was during her three years in the Bahamas that she developed a keen interest in working with chronically ill patients. She then immigrated to the US and continued her professional path by completing her residency training at the University of Miami where she graduated in 1997 and attained her Board Certification in General Pediatrics.  After graduating from the University of Miami, Dr. Maragh embarked on her career and has worked as an emergency room and primary care physician. She continues to fine-tune her skills on the cutting edge of medicine and is currently a pediatrician at the Borinquen North Miami Medical Center.

 

Enrique Mella, MD, OB/GYN:

Dr. Mella has been practicing as a Board Certified Physician for over 38 years in the State of Florida.  He has been employed by Borinquen Health Care Center, Inc. in the OB/GYN as a Gynecologist for over 4 years.  Dr. Mella is a member of the American Medical Association, Florida Medical Association, the Miami OB Society and the Canadian Medical Association.  

 

Liana Mendoza, MD, Behavioral Health, Psychiatrist:

Dr. Mendoza graduated from the University of Miami as a Doctor of Psychiatry.  She is currently practicing as a Psychiatrist at Borinquen’s Behavioral Resource Center, 100 NE 38th Street,  Miami, FL 33137 located in the Miami Design District.  Dr. Mendoza is fluent in Spanish and English and has over 14 years of experience as a Psychiatrist and her expertise is in General Psychiatry and Forensic Psychiatry.  

 

Nelson A. Nieves, MD, OB/GYN:

Dr. Nieves has been practicing as a Medical Doctor for 19 years.  He has been employed by Borinquen Health Care Center, Inc. for over 4 years in the OB/GYN Department as a Gynecologist.  Dr. Nieves is fluent in Spanish and English and has hospital and health care center experience.

 

Melba Roa, General Practitioner:

Dr. Roa worked as a Pediatrician in Central America from 1984 to 1988.  Since 1997, Dr. Roa has been practicing as a General Practitioner in the United States.  She graduated as a Doctor of Medicine and Surgery at the University of Nicaragua in 1980 and she did her Pediatric Residency training at the University of Nicaragua from 1979 through 1981. She continued her Pediatric Residency from 1981 to 1984 at Honduras University where she received her specialty in Pediatrics.  In 1990 she completed a comprehensive course of Medicine at the University of Miami in Miami, Florida and in 1997 she started practicing as a General Practitioner in a community health center where she treated adults and children.  Dr. Roa has a lot of experience working with multicultural patients in both languages: Spanish and English.  Dr. Roa holds high ethical standards, shows much compassion and demonstrates a high level of respect when dealing with patients.  Dr. Roa has been employed with Borinquen Health Care Center, Inc. since 2008 and is currently practicing at the West Dade/ Sweetwater location.  

 

Leila Charlemagne, PsyD, Director of Behavioral health:

Dr. Saavedra is a Clinical Psychologist with over 8 years of experience and is currently serving as the Director of Behavioral Health at Borinquen’s Behavioral Health Resource Center at 100 NE 38th Street, Suite #5, Miami, FL  33137 located within the Miami Design District.  Dr. Saavedra is fluent in both English and Spanish and has been employed by Borinquen Health Care Center, Inc., since 2007.  She is a member of the American Psychological Association and the Florida Psychological Association and is certified in Dialectical Behavior Therapy.  

As the Director of Behavioral Health, Dr. Saavedra supervises and coordinates STOPP (an outpatient substance abuse program funded by SAMHSA/CSAT.  Her experience is in individual therapy and counseling of marriage, couples and relationship counseling, crisis intervention, Substance Abuse and HIV Prevention Education.    

 

Loida M. Severino, MD, Pediatrics Department:

Dr. Severino obtained her Medical Degree in Santiago, Dominican Republic and specialized in Pediatrics in Caguas, Puerto Rico.  She has been employed by Borinquen Health Care Center, Inc. since 2007 and has over 25 years of experience as a physician and is licensed as a Medical Doctor in the State of Florida in Outpatient Family Care and Pediatrics in the area of critical need.  Dr. Severino is fluent in both English and Spanish. Dr. Severino is a dedicated, compassionate and diligent physician who loves children.  

 

Michelle Soheil, DDS, Director of Dental:

Allan Rodriguez, Infectious Disease Specialist:

Dr. Allen Rodriguez is a Professor of Clinical Medicine and an Associate Clinical Director for HIV Adult Services at the University Of Miami School Of Medicine. A native of Puerto Rico, Dr. Rodriguez moved to the U.S. mainland to attend Saint Joseph’s University in Philadelphia in 1980 where he received his undergraduate degree in 1983. Being the motivated individual that he is, Dr. Rodriguez returned to Puerto Rico where he immediately began Medical School at the Ponce School of Medicine in July of 1983. Following his graduation from Medical School in 1987 where he was ranked in the top 10 of his graduating class, Dr. Allen Rodriguez went on to complete his internship and Internal Medicine Residency at Wilson Memorial Hospital in New York. By 1990 he moved to Miami, Florida where he eventually finished a subspecialty in Infectious Diseases at both the University of Miami and Jackson Memorial Hospital in 1992. There hard driven work ethic earned him the “Outstanding Fellow Award.”

 

Once in Miami, Dr. Rodriguez continued to work and study in the field of Infectious Disease Medicine where he took a particular interest in the study of HIV. From the early 1990’s and on, Dr. Allen Rodriguez won multiple awards and honors for his hard work in the study of HIV and other Infectious Diseases including the Russell E. Brady Award which he received in August of 2008 in the Nation’s Capitol of Washington D.C.

Deborah Gracia, DO:

Dr. Gracia is a Board certified Internal Medicine Physician currently serving as the Chief Medical Officer at Borinquen Health Care Center, Inc; a FQHC facility serving the Haitian, Hispanic and African American Community in NW Miami Dade County.  In this environment,  she has been able to utilize not only her medical skills, but also her language skills.

Being able to fluently speak and write English, Haitian Creole, Spanish and French, has allowed her to communicate with the patients in their native language.

Furthermore, from 2001 to 2005 she had the opportunity to serve on the Board of Directors of Borinquen Health Care Center, Inc.  As a member of the Executive Committee, she had the opportunity to be exposed to an FQHC from both an administrative and a clinical perspective.
